'WILD' DOGS AND BABY GROUND SQUIRRELS

i talked to 'the old man with the dog' today and he said that some people are allowing their dogs to roam around and catch baby ground squirrels at the peterson field (see photos above and below &
click here) the dog in the photo below is just doing what comes naturally, and most of the year ground squirrels are almost impossible for dogs to catch, but during the spring and summer months until around september, fledgling babies come up for some sunshine and can be quite vulnerable -

SEE PHOTOS BELOW: i found large boulders (photo A &B) dirt (photo C) and what appears to be sand (photo D) covering various ground squirrel burrows that were active as of last week!? (what kind of monsters would do such a thing?) someone else at the field told me that they were 'letting the field die' (!?) to make way for the new farm (?!) i asked the SCUSD maintenance guys what was up with the farm, and they told me they knew nothing about it - what is the difference between poisoning ground squirrels, and starving them to death by denying them of water by turning off the sprinkler system?

the trees that line the peterson field would be a good place to install owl boxes for barn owl introduction (see photo E below) this would provide a form of natural ground squirrel population maintenance other than dogs and SCUSD maintenance people...
